Waste reduction pilot project this Fall
As announced during the 2023 budget presentation, a waste reduction pilot project will commence in the fall of 2023. Given that the municipality and its residents are charged based on the amount of waste collected, measures are being implemented to reduce the quantity of waste collected within the territory. This economic measure is also aligned with environmental goals to minimize waste disposal into nature. Therefore, starting from November 2023, household waste collections will occur once every two weeks, while recycling collections will remain weekly. These collection frequencies are already indicated on the municipal calendar distributed earlier this year to each residence.

Waste bins distributed to each residence and building served
The Municipality of Franklin will use surplus funds allocated to waste to provide a standardized waste bin free of charge to all residences and buildings served by waste collection in the fall of 2023. During the autumn pilot project, only waste placed at the curb using this bin identical for all will be collected. Stickers indicating compliance will be affixed to each waste bin that can thus be used for waste collection. You already have a compliant waste bin and prefer not to receive this new one? Contact us, and we will inspect your bin. If it meets the requirements, we will affix the sticker allowing its use for collections. It should be noted that the type of waste bin integrated into this collection will enable automated waste collection in the coming years, leading to savings compared to the cost of waste collection contracts.
Composting now possible
Continuing efforts to reduce the amount of collected waste, tools will be provided related to the third option, composting. Using surplus funds allocated to waste, the Municipality of Franklin will provide, free of charge during the fall of 2023, individual home composters along with kitchen bins to residences interested in composting. To receive these items, please confirm your interest by phone at 450-827-2538 or by email at info@municipalitedefranklin.ca. This initiative aims to divert organic materials from waste bins. Recyc-Québec confirmed that 50% of the content in waste bins consists of organic materials.
Large Items Disposal
First of all, we encourage our citizens to be environmentally responsible by giving a second life to items still in good condition through recycling or donating them to non-profit organizations.
Subsequently, we invite you to dispose of your large items on specific dates. This ensures that our waste collection provider has all the necessary resources and equipment for optimal pickup.
Scheduled dates for 2023 collections:
- Thursday, May 25th
- Thursday, July 6th
- Thursday, October 12th
However, it is also possible to dispose of some large items during regular residential collection dates listed on the calendar by notifying us in advance so we can inform our provider.
Household Hazardous Waste (HHW) Drop-off
Residents of the municipalities of Dundee, Elgin, Franklin, Godmanchester, Havelock, Hinchinbrooke, Howick, Huntingdon, Ormstown, Saint-Anicet, Saint-Chrysostome, Sainte-Barbe, and Très-Saint-Sacrement are invited to bring their Household Hazardous Waste (HHW), including electronic, computer, and electrical equipment, as well as small and medium household appliances, and refrigerants (under 100 lb/50 kg and 3 cu. ft.), to one of the four special collections scheduled from June to September. All collected materials will be recycled or properly treated to ensure they do not harm health or the environment, which is not the case if they are disposed of in the regular trash, sewers, or directly in nature.
Ecocentre
We plan to establish an Ecocentre in 2024 to manage various types of waste and unused materials, with the help of a grant applied for from Recyc-Québec. More details will follow on this project once the grant has been confirmed.

I already have a compliant waste bin and do not wish to receive another one. How should I proceed?
Please confirm by phone at 450-827-2538 or by email at info@municipalitedefranklin.ca that you already have a compliant waste bin and do not need another. We will inspect your waste bin and affix a sticker indicating it is compliant and can be used for waste collection.
How will the waste collection personnel know which waste bins to collect or not?
The waste collection personnel will collect waste from each bin that has the sticker “Compliant Bin” affixed to it.
I already have a compliant waste bin. Can I still receive the one you are offering for free?
Yes. However, it’s important to note that each citizen is taxed based on the number of waste bins they use. So, if a citizen uses two compliant waste bins instead of one, the waste tax will be adjusted accordingly for that citizen.
I have already purchased a compliant waste bin. Will I receive a refund for buying my own waste bin?
No, since we use the surplus allocated to waste to provide waste bins free of charge to citizens.
I do not wish to receive a new waste bin. Whom should I notify?
We will automatically distribute new waste bins to everyone serviced during our collection because only waste placed in these bins will be collected during pickups.
